Upload success message for bad upload status when replacing files

I had uploaded a file not allowed, the network status returned was 400 and I still get a "Upload successful" message... which is not true. screen shot 2017-09-20 at 4 02 26 pm

Downgrading to impact/medium since replacing a file isn't a very common action to begin with - removing from milestone.

Is this a duplicate of #1248 or solved as #1248 has been resolved?
