After moving files there's no batch publish action

After you move a bunch of files you have to either publish them all individually or unpublish and than republish them all again. There's no "publish batch-action" for moved (changed/already published) files.

I've reproduced this behaviour locally and can confirm that the '•••' menu only displays Unpublish when published files are changed. We should add the Publish action to the menu when the selected file(s) are in this state.

Relabelled as an enhancement as it's not really a bug, it's a much-needed feature we haven't built yet.
