Remove or correctly implement commented-out unit tests

Description

PHP Unit tests SecurityAdminTest::testGroupExport and SecurityAdminTest::testEmptyGroupExport are commented out. Investigate what they test and do we still need them. If they are no longer required, then we should remove them.
