Add support and/or community-forum link to UI and User Guide

Describe the solution you'd like
Ideally, this should be in the UI and the User Guide. I do not believe users will check the User Guide when they see something that appears to be a bug. Suggested places:
- [ ] link in the bottom banner in the landing page
- [ ] in the top bar of the logged in app:
- [ ] as a user menu item between User Guide and Log Out; or
- [ ] as a button next to the user guide button
- [ ] in the user guide in the left panel between Admin and Third-Party Licenses

For each of the implementation options checked off above, verify that:
- there is a link for support
- clicking on the link opens https://software.sil.org/about/contact/ with a form to submit a question or issue.

The link should not appear in The Combine when
RuntimeConfig.getInstance().emailServicesEnabled() === false.
If there are places we don't want the support email to be bot-scrapeable, we can direct people to use the form on https://software.sil.org/about/contact/ with Product > The Combine.
