support of ipadapter in diffusers

This is a follow-up to issue #839 the main branch doesn't support ipadapter in diffusers. and the #837 doesn‘t support set ipadapter scale. and different resolution will trigger recompile

change scale is a problem and we are working on it. @songh11
any plans to merge the dev_support_diffusers_ipa branch into the main branch? Looking forward to good news！
