Specify accuracy in the readme

Is it configurable? Will it work also near borders?

Based on https://medium.com/@x_inaka/fast-reverse-geocoding-with-offline-geocoder-9fdb5fd06a5c it seems to be based on limited dataset of cities and therefore is not possible to increase accuracy at cost of memory/speed/precomputing and it will fail in area near borders, but maybe it changed.
