Is it possible to disable the Import for certain users?

What steps will reproduce the problem?
1. We would like to make our Sites available offline to 80+ field staff.
2. I only want them to be able to export the latest changes to their 
laptops.
3. I do not want them to be able to import anything to the Site.

What is the expected output? What do you see instead?

A version that has Import disabled.

What version of the product are you using? On what operating system?

1.0.3

XP, Vista, 7.


Please provide any additional information below.

Would also be useful if it could remember the Site address and the username 
& password.

The only way to _disable_ import is to ensure that they do not have permission 
to create those files on the site.  
(i.e. read access, but not write)  Is there any reason that that isn't possible?
