Conda: deprecate OSX lockfile

We only need to maintain a Linux conda environment, not an OSX one. If someone wants to run PCGR on a Mac they can use Docker/Singularity/Apptainer.

Related to #183 - we can create a single conda environment containing both the Python and R components.
