Update tuf root.json to version 8 from root-signing repo

This updates the TUF root.json file to match version 8, which is what the root-signing repo shows as current.

Given we're about to sign a 9th version, I'd just wait for that.

Updated. The branch is still called tuf-root-v8 for the sake of keeping this PR but I bumped the root to v9.
