team membership should be public

Currently all teams are marked as private, and I don't think there is a reason to do that.

@sigstore/core-team thoughts?

looks like we have majority in favor - however per https://docs.github.com/en/organizations/organizing-members-into-teams/changing-team-visibility People who are not members of the organization cannot view any teams.
