Transparent CODEOWNERS

At one point we had actual names in the CODEOWNERS files, but that switched at some point to point to a GitHub team in each repo. That works fine, but these teams are not publicly visible (I don't think), so people can't see who is a maintainer on each repo. We should switch this back, or separately document the set of people in each team.
