Sending to unknown/inactive accounts not possible

Describe the bug I cannot send tokens or signa to unknown accounts.

To Reproduce Steps to reproduce the behavior:

Tokens

1. Go to Tokens
2. pick up an inactive address, e.g (TS-QVCR-L9VQ-2PRG-FVTUE)
3. try to send...
4. Button for send is disabled

**Signa

1. Go to Tokens
2. pick up an inactive address, e.g (TS-QVCR-L9VQ-2PRG-FVTUE)
3. try to send...
4. shows generic error

Expected behavior It should be possible....
