Blacklisting accounts locally

Is your feature request related to a problem? Please describe. It's possible to send out messages to everyone even receiver don't want to. Since a few month someone sending a bunch of messages over the network generating some noise.

Describe the solution you'd like Allow a globally configurable filter of such messages, i.e. in settings to locally blacklist certain accounts. This way it's up to users to filter out unwanted tx without compromising the democratic nature of Burst
