Implement direct sampling for rtl_tcp

Could you merge in the changes to rtl_tcp in the rtl-sdr-blog drivers that enable direct sampling in their dongle? On a related note, it would be great to be able to dynamically switch into this mode in SDR Touch depending on the frequency.
