Messages take 1-15 minutes to deliver, sometimes longer for photos.
this issue happens on iOS, macOS, and android. i'm using the latest version of the app, by the way. this happens with everyone I text. i'm not sure what other information too add, i'm using mac os high sierra and iOS 15.6.1, although i don't think that has anything to do with the issue. i really love the app otherwise, but this makes it practically useless for casual conversation, and i'm gonna have to use something else, not even sure what. it also happens with texts people send me sometimes. please fix this i'm happy to answer any questions. it's also worth noting both of my friends that I message are using android.
a lot of the time I'll send like 4 or 5 messages and then the 6-8th messages just don't deliver, even though they were sent seconds apart, and then they won't deliver for like 30 minutes and i'll send another message, then bamn they've all sent. (not from the app refreshing or anything, just right after i send that 9th message)

If you see (Sent) after you send a message this indicates that your message has been sent to the Signal service and there is no issue with your phone's connectivity.
The issue is mostly likely with notifications on the recipients end. If your recipients are using an iPhone, could you ask them to re-register for push notifications to see if this helps resolves the issue?
Signal Settings > Notifications > Re-register Push Notifications > OK.

Hi @Miguel-Signal In my case the recipient unfortunately uses an Android Device, is there any other way to try to resolve the issue?
Could you please instruct the recipient to email us at [email protected] and reference this Github issue so we can troubleshoot with them directly?

Experiencing this too with a few contacts using Signal on iOS (I am on Android). Even now after 12 days the message is still not delivered.
Isn't there a possibility to re-register push notifications automatically, for example after app updates?
