If you send an apng, it gets compressed and becomes static.

Steps to reproduce

1. Download a GIF
2. Convert to apng on ezgif
3. Send this apng on Signal

Expected result

The animation stays intact, such as if it were sent from the Android client

Actual result

The image is compressed and loses its animation
