"CTRL + /" Conflict with Chinese Input Method under Windows

Bug Description

"CTRL + /" is used by the Signal client to bring up the shortcut cheat sheet. It's also used in Windows' Chinese input method to enter the full-width ellipsis (…)

When one press "CTRL + /" when using Chinese input method, Signal will both bring up the shortcut cheat sheet, and enter the full-width ellipsis twice.

1. Switch to Chinese input method like Changjei
2. Press "CTRL + /"

Actual Result:

Signal will both bring up the shortcut cheat sheet, and enter the full-width ellipsis twice.

Expected Result:

Full-width ellipsis x 1.

Also with CTRL-SHIFT-? which inputs full width question marks.

There maybe other conflicting shortcuts but these are the ones I use usually.

Don't worry, we're tracking this issue, it hasn't reached the top of the priority list quite yet, but the team has grown recently so hopefully we can work on it soon.
