Restoring backup does not find the file

Bug description

I tried to restore signal from a backup on a new Xperia 10 VI and had some problems with it. I put the backup in /Signal/Backups, and when choosing restore from backup could navigate to that folder but it didn't show any files.

I tried to give Signal all possible permissions with the Android Settings, but it only offered me "Access Photos / Media", not access all internal data or something similar.

I then used this workaround https://support.signal.org/hc/en-us/articles/360007059752-Backup-and-Restore-Messages#android_help, and when creating a new backup I was asked for the permissions to access files on the filesystem. The help page is written in a way that suggests, that this workaround is meant to find the correct location, but it's actually a workaround to get signal to request the correct permissions.

Expected behaviour When I am prompted to select a folder with the backup file, I want to be asked for the necessary permissions.
