Signal not sending OTP to mobile number

Bug description
When trying to register, after passing the proof of being human, I get a message as shown below in the screenshot, that signal can't send OTP due to issues with the carrier, I should try again later and the cycle continues.

It's an external service error. This possibly has to do with Nigeria's restrictions for opting in to automated SMS messages.
