Video call are out of sync with Audio of more than 10 seconds

Bug description

Hello again @jim-signal

you solved the echo problem recently, (People I call via Signal Messenger experience an echo of themselves #13881) on my Samsung Galaxy S5 (klte) with Lineage 16 as well as on Samsung Galaxy S5 Mini (kminilte) with Lineage 14

but was haven't been solved is an out of sync problem on Video calls, which also started about 3 month ago! On Video calls the video is delayed more than 10 seconds to the Audio! In other words, I hear the person talking and more than 10 seconds later I see the movement of the lips, a huge time gap!

I hope my recent log files of my previous echo issue (#13881) are good enough to solve this time gap problem?

@OnAirDroid a/v sync issues will be difficult to diagnose from the log files, but we can take a look. Can you please provide a new log from the latest client release? The log should also capture at least one call in which you experience the issue.

Hi @OnAirDroid, I was able to check your logs finally. They show a lot of delays, as if there is an issue with the network. It looks like you are using a VPN. Can you please let us know which one and if you are using any non-standard configuration options? We could try to look at it.

Also, if you use a newer client version we have had some updates to the media part, so the behavior may or may not be different, but it would be good to get some fresh logs. Thanks!

@jim-signal What does a non-standard configuration refers to? If the Signal settings are meant, the answer is NO, everything is pretty much standard. I just activated the confirmation on received messages.

@OnAirDroid I can see in the logs that the call was pretty bad. There are a lot of logs indicating video rendering issues. I'll have to see where those are coming from and try to reproduce.

This may or may not be related to the Video Call issue, but there is something wrong how Signal handles the camera! @jim-signal I just tried to pair Signal with the Signal Desktop app via the QR Code and that doesn't work either! No matter how long and how precise I point the camera to the QR Code it won't catch it! The camera goes on, stays for like 5 second on, than goes off and on again, stays on again on for like 5 seconds but never catches the QR Code! This cycle is endless! The same issue was reported in the Lineage Forum by another user. https://xdaforums.com/t/g800f-m-y-rom-7-1-njh47f-lineageos-14-1-for-g800f-m-y-beta-19-08-2017.3549055/post-88260835 but in opposite to that user my third party barcode scanners work perfectly and no other app on my phone has problems with the Camera!
