Incoming calls does not enable Echo Cancellation for remote users. Remote users hears themselves.

Bug description

It seems that Signal is not initiating Echo Cancellation on incoming calls.
When my partner calls me via signal video and audio call, she always says she can hear herself echo back to herself. I hang up then when I initiate the call back to same person and the Echo Cancellation is working correctly. It seems like the echo cancellation works outgoing but not working well on outgoing calls. My phone is a TCL 20 Pro 5G using the latest android 12 with TCL UI V4.05EGM

From partner's video call, the issue stems from the video call opening up the audio via speaker without echo cancellation. https://debuglogs.org/android/7.27.1/9fb82fdf02505f3d0770df0f6e820d9960f791a38dc1819fb0c2c7b3b3db1b8b

After playing around, when a video call is initiated and accepted as video call on remote end, the call without echo cancellation starts. When initiating audio call only enables echo cancellation and this ends up working correctly. Therefore, the issue is will placing / receiving a video call.

Additionally, if I start a video call from partner's phone Samsung A53, on my phone I accept Video call and it echoes. I then turn off the speaker to device instead and echo cancellation seems to start working.

Similar situation here. A friend using an Oppo A72 video called me and I could hear my voice. But when I called her back there was no echo. It happened before with the same friend.

I am using a Moto g73. To be clear, I am the one hearing the echo. The Oppo A72 user doesn't. Here are my debug logs.

Thanks for the logs :). If possible, it'd also be really helpful if you could get logs from the other person (since you are hearing the echo, we'd have to investigate what their device is doing).
