Missed calls break spam reporting

Missed calls can't be reported as spam and they prevent other messages being reported as spam.

If a message is sent, followed by two missed calls, the message is not reported as spam and neither are the calls.

Could you ask design why calls not dropped, when not profile sharing?

Tested using fresh registration of Play store Signal: 7.17.6. Stock Android 14.
