Repeated "X is on Signal!" notifications from contacts who are not on Signal

Bug description

For the last couple of weeks, I have been receiving "$PERSON is on Signal!" notifications daily for two contacts in my address book. As far as I understand, that shouldn't happen - you shouldn't receive "$PERSON is on Signal!" notifications more than once within a short time period.

But more confusingly... neither of those contacts is on Signal! If I open the chat, I see the message that SMS messaging isn't supported and that I need to invite them to Signal in order to message them.

I receive the notifications around the same time each day (approximately 8AM UTC - this is in the middle of the night for me, so I am judging based on the "Xh ago" in my notification tray). It's always for the same two contacts, and pretty consistent (except that one started a few days before the other, and last Tuesday I received two notifications on the same day for one of them).

I'm not including the two people's phone numbers in this bug report in order to protect their privacy. I am not aware of any other pattern between the two contacts or their phone numbers. One of them I have messaged exactly once (with exactly one reply), back in 2022. The other I have never messaged on Signal at all. I'm pretty sure that neither of these contacts is installing and uninstalling Signal daily, which would be the only non-bug explanation of this behavior that I can think of.

Steps to reproduce

• Add [redacted] or [redacted] as a contact in your address book
• Wait up to 24 hours, then wait 24 hours again

Actual result: Receive a "$PERSON is on Signal!" notification every 24 hours (approximately) Expected result: Receive a "$Person is on Signal!" notification only once (or ideally not at all, if they are not in fact on Signal).
