When Scheduler off it trigger some action on log fetching and backups and it should not

API call does not have to check for Scheduler off but each event scheduler should test if the global scheduler is off . May be the retry mechanism for job management should also check for scheduler off and not be run in such case so that no actions is trigger behind the scene. Workaround is to disable all scheduler one by one so far but not at the global level
