Many tabs are replaced with new tab pages when restoring sessions.

Short description

If you have the settings "Tab lazy loading" and "use the 'discarded' property for lazy loading" on and restore a session, usually with >100 tabs, I notice many tabs are missing, instead of the tabs being loaded they are new tab pages instead. Having those two settings on are the only ways I can quickly restore sessions with 100s of tabs open. Its very frustrating to see when up to 10% of the tabs are gone.

Steps to reproduce

  1. Start browser with clean profile
  2. Install Tab Session Manager
  3. Enable the settings "Tab lazy loading" and "use the 'discarded' property for lazy loading".
  4. Restore a session with 100s of tabs open.

Expected result

All the tabs are restored.

Actual result

A bunch of tabs are replaced with blank new tabs.
