Setting static IP without a dhcp server does'nt work.

Describe the bug

Setting static ip without a dhcp server does'nt work. client still broadcast to bootps and does'nt connect. with a dhcp server in place it connects and set the static ip. but for me atleast using it without a dhcp server in place would be great.
