Keyboard input in menu does not work properly

I am only pressing the down key in this video,

  • focus directly warps from Item 3 to Check Item skipping Submenu Item
  • focus goes to Submenu Item when it should go to Item 1

This bug was present even in commit baa5191 when I did not make any component changes.
