Extension for #9043

Although a unique IPv6 does exist for KubeSpan, but if you want to use KubeSpan only (without tampering all other routings to other nodes) for CNI native routing, then a IPv4 is absolutely essential.

This is at least required by Cilium for the native routing, otherwise you have to encapsulate the IPv4 packet in VXLAN or GENEVE via the KubeSpan IPv6 ULA.
