gen config arguments when configuring from templates

Feature Request

When creating a cluster config based on existing machineconfig patches with talosctl gen config --config-patch it would be nice if the two positional arguments <cluster name> and <cluster endpoint> were optional, so we could just define them in the patch file.

@rothgar wanted me to open this as a feature request :)
