kexec_load_disabled=1 ignored with Talos 1.10.4

Bug Report

I have tried to upgrade a node from 1.9.5 to 1.10.4. I have followed the instructions and created a new image with the kernel argument kexec_load_disabled=1. However, it seems to ignore this setting, as far is i can see.

Description

kexec_load_disabled=1 is used for me to force the node to reboot instead of doing a kexec. Reason behind this is that me elitedesk nodes don't like when i set the interfaces in bridge mode when doing a apply-config. The node doesn't come up. This was a workaround is used in talos 1.8.x and 1.9.x.

For now, i reverted back to 1.9.5. I am willing to test and help you guys to tackle this problem.
