agent boots from disk if Server is allocated and Talos is installed

If Sidero reports the node as allocated/installed to the agent and agent finds Talos installation, it can kexec into the installed Talos (by reading GRUB configuration).

We can remove PXE boot options to boot from disk we had before, as now we always boot the agent.
