[feature] Omni Terraform Provider

Problem Description

Seems reasonable to have a Terraform provider for Omni. Possibly merge Talos and Omni providers underneath a common Sidero provider. Configuring Omni resources is one thing, but the ability to data back from Omni to feed in to successive Terraform, there's a lot of power there. Having all that info about the underlying resourcing makes implicit configuration possible (like how you all are talking about implicit Rook configuration).

Solution

Just follow that API spec and build the provider. Consider general Sidero provider.
