configurations and folder whitelist/blacklist

[Announcement]

this is obviously a feature request.

my directory is layed out like so:

• configuration/
• quarantine/
• test/
• `source/
• source/browser/
• source/server/
• public/
• package.json

I would prefer to watch source/ configuration and test/ but not source/browser/ for example.
