allow for lowercase redbeat_redis_options config

Code now accepts redis_options via app.conf.REDBEAT_REDIS_OPTIONS or app.conf.redbeat_redis_options to match celery's 4.x case style.

Sorry, I was in a merge button clicking frenzy and merged #187, before recalling this PR. I'll have to circle back to understand how these two PRs differ and how to unwind things if needed.

#187 is similar to this and already merged. Unless I hear otherwise I'm going to assume #187 is sufficient to solve the problem addressed by this PR.
