PVC errors on OCP 4.10 for petclinic-build-workspace

Error is

0/6 nodes are available: 6 persistentvolumeclaim "petclinic-build-workspace" not found.

force a pipeline run and it stalls on the source-code stop

If I manually create a PVC in the correct cicd namespace the pipleline can be restarted and will complete.
