[Shuttle Console]: Better parity with CLI commands

Allow more of the CLI actions to be made on Shuttle Console.

More love for the shuttle console really. The CLI is great, no doubt about that. But when everything's deployed from the dev-env via CLI, the rest is happening over at console. So the options like, project restarts, upgrades, idle time changes ...etc can be over at console. (IMO)

One more nitpick is the log streaming. Currently I have to switch between logs to get the uptodate logs of the currently running deployment, idk if it's just me tho.

If we can outline the most request actions then we can start working on them
