Allow arbitrary epoch-ids

EpochIDs should not be bound to a specific implementation throughout the codebase and should support more application layer use-cases. This is a problem we already encountered during the snapshot branch-off and the diff against the snapshot branch could be used to assist in coming up with a more generalised epoch-id definition.
