cli-tool to automate version migrations

Problem: Time required for migration to new major versions of nextra could be improved (no manual fixes to the code, file-structure, etc).

Solution: A cli-tool that would handle nextra-version migration-related codefixes in an automated way, like nx migrate, nx automate updating dependencies.
