Custom Layouts

Is it somehow possible or planned to support custom layouts? I could imagine that lots of cases could be covered with a custom layout. In our case we wanted to display a full layout with a breadcrumb. Currently the only way to do this is to create a custom theme, when I see it right.

Is it possible to use the layout: "raw" with V4?
