Added a small function 'GetGeneGroupPadded' to avoid overlapping gene labels.

I was using ggcoverage to plot some bacterial operons and ended up adding a small function to make it more likely that genes will be deemed overlapping and therefore on separate rows. I neglected to populate the padding option.
