don't use a media Fallback for static assets ( #1461 )

Removes media Fallback in .htaccess for:

/theme/* /media/* /thumbnail/* /bundles/* /css/* /fonts/* /js/* /recovery/* /sitemap/*

With this, fallback handling, is the same as on caddy
