Automatic encrypted backups of LND seed and channel state to Nostr relay for disaster recovery.

@shocknet-justin this PR includes changes for https://github.com/shocknet/wallet2/issues/516 but I can remove if 516 is solely for the wallet2 repo, and open a new PR in that repo.
