[REQ] Side pick (.ct/.t) + !mp_clinch toggle + !randomteams

Requesting the following features:

Allow .ct or .t commands after knife round to pick side.

Add !mp_clinch command to toggle mp_match_can_clinch (0 / 1).

Add !randomteams command to randomly shuffle all players into teams.

These are helpful for smoother match flow and better control during pugs/scrims.
