[Request] Restrict .tech and .pause Commands to Admins Only

Could we set up cvars to limit the use of .tech and .pause commands to admins? We've been dealing with some disruptive spamming lately, and restricting access could help manage the situation better.

You can use .pause command as tactical pause by setting matchzy_use_pause_command_for_tactical_pause true For .tech, I'll add a configurable timer to it soon (for example only 5 min tech is allowed per team)

I think that should help you with the disruptive spamming
