Add table tile by upload in user interface

Please add ability to add table background via User Interfaceno copy to system folders with enhanced(administrator`s in linux) privileges

Hi @Ygarr ! Sorry for the very late reply. Does copying the file to ~/.PySolFC/tiles/stretch/ (which can be done as an unprivileged user) work for you?
