-Changed Dockerfile to download architecture specific version of ngrok -Updated ngrok version to v3

I saw your repository and was interested in contributing, I'm still learning how to use Docker, if have some problems let me know

hello @Axent96, since the day I created this pr, I studied more about Docker and saw that there are still some implementations left to generate the image with the appropriate configuration for ARM, when I have time I will implement.
