About The Pull Request
Allows you to cut the "Wire Tangle" hazard with wirecutters. Adds a can_be_disabled flag to the hazard that lets you disable it.
Why It's Good For The Game
Currently the Wire Tangle is completely invincible and players have to either dig through the walls surrounding it or Ahelp for the hazard to be destroyed. This will allow players to disable the hazard on their own.

I believe the idea behind hazards is your meant to have a button to disable them or something similar its meant to use a /obj/structure/hazard_shutoff somewhere. Likely /obj/structure/hazard_shutoff/electrical_shutoff here If the map is missing that its a diffrent issue but by default it should be pretty hard to disable these things. 2 seconds with some wirecutters is too easy.

this thing is a solid structure it doesnt matter if its powered or anything, you can never get rid of it
change isnt right though i believe, it should be cuttable even if electrified and such but it isn't right now
