Implements shaft number decals and put them in the NGR outpost.

About The Pull Request

This pr adds a decal to know what elevator shaft you are in as well as a dash decal to put in between the shaft number and floor. image Right now the shaft number only support one digit (which should be fine) and is centered right to be closer to the dash.

Why It's Good For The Game

It's now easier to know where you are docked.
