Setting the OPENCV_ENABLE_NONFREE flag to OFF

The OPENCV_ENABLE_NONFREE flag is set to OFF by default in the OpenCV documentation. However in the openCVSharp4, it is set to ON. Please is it possible to have another flag of that set to OFF in order to disable some algorithms with patent protection. Also if possible, two versions can be released, one with the OFF flag and the other with the ON flag.
