More user friendly exception messages

It can be a good idea to write more user friendly exception messages for some common errors if we want to improve usability.

Some examples I can think of

  • DB not found (probably no dump file was parsed)
  • Try to access data from a not-yet-parsed language version
  • Uninitialized SR matrix
  • Uninitialized Wikidata
  • Invalid page ID
  • Invalid title ... (there are definitely more)

@shilad @bjhecht What do you guys think? I guess it should be a must-do before release.

YES! Great ideas. Could you separate these into separate issues and go at them?
